In 2001, the St. James Parish Council voted in favour of the establishment of the Montego
Bay City Council. Councillor Heroy Clarke is Chairman of the Council.
The City Council is chaired by a Councillor chosen by
members of the Council for the City. With
the achievement of full municipality the Chairman of the Council will be the
directly elected Mayor. During the
initial formulation period, the City Council will function as a Committee of
Council. The Council also includes members of
Civil Society. The members are:

The composition of the City Council is consistent with the
principle of participatory Governance, with each member having full voting
rights.
As part
of the Local Government Reform Process, the Ministry
of Local Government, Youth & Community Affairs has decreed that City
Councils will be implemented in Montego Bay and Portmore, the two pilot areas. The
Ministry of Local Government posts the following information on this process:
Each City
shall have a Council made up of:
- Elected
Councillors
- Representatives
of civil society including the private sector as full members of Council
(provided that the elected members remain a majority on the Council at all
times).
- The
City Council shall be chaired by a Councillor chosen by the members of the
Council of the City.
The
functions of the City Council would include the following:
- Preparation
of the Annual Work Plan and Budget of the City
- Maintenance
and enhancement of the revenue base
of the City and ensuring that City finances are sound. The mechanism for
enhancing the city's revenue base shall consist of the power to declare
certain areas within the city as 'special improvement areas.' The City
Council shall have the power to establish special
rates in such areas in order to better
finance the provision of services to residents of the area.
- Supervision
of the efficient delivery of services to the City.
- Approval
of the appointment of the officers of the City, specifically the City
Manager, the Finance Officer and the Services Officer.
- Approval
of plans for the sustainable development of the City.
- Protection
and enhancement of the City environment.
