Their mission
is to ensure that all local/community needs and concerns are
considered in the planning of programmes, and in the allocation of
resources by Council. Committees aim to facilitate the widest
participation of citizens, communities and civil society through the
dissemination of information on programmes and activities and by
holding public hearings through which citizens and interest groups
can express their views.
With the exception of the Executive Management, and
sections of the Poor Relief and Finance Committee meetings, all Council Committee
Meetings are open to members of the public and the Press. Council
meetings, held every second Thursday at 10:00 am, are broadcast live on local cable Channel 10. They are rebroadcast
occasionally throughout the month; for information on times please
call Bay City TV at 940-1889.

Council
This is the main Council meeting where issues are brought from
the various Committees. Issues are debated and decisions are
ratified. The public is welcome to these meetings and may make
presentations.
Executive Management Committee
This Committee carries out general oversight of the activities of
the various committees. Responsibilities include:
- Consider Major policy and strategic direction of the Parish Council,
prior to being presented to Council for adoption;
- Provide a coordinating framework for the operation of all
committees;
- Provide a forum for in-depth and confidential deliberations on
major issues facing the Council; and
- Take direct responsibility for major subjects which are not
assigned to any particular Committee. Examples include review of
legal framework and proposals for legislation.
Commercial Services
This Committee is responsible for the proper management of public
amenities and physical structures used by the general public as
listed below. Additionally, stray animals and the Pound are the
purview of this Committee.

- Income generating buildings/properties
Finance & Administration
This Committee is responsible for all matters which impact on the
management and control of Council’s financial affairs.
Responsibilities include:
- Financial management and accounting services;
- Pensions and retiring benefits;
- Office management and procurement services;
- Awarding of contracts and Council’s approved list of
contractors;
- Asset management and insurance;
- Information technology;
- Collection of rates and revenues; and
- Municipal enforcement
